Who or what is the Holy Spirit?
The Bible is our only source of reference!
Jesus said, "But the Comforter, which is the Holy Ghost, whom the Father will send in my name, he shall teach you all things, and bring all things to your remembrance, whatsoever I have said unto you." John 14:26
The Holy Spirit is a PERSON with a MIND - the mind of God; the 3rd person of the triune godhead. He is NOT a mindless energy force (Buddhism - prana) that we tap into and USE as a personal genie for our own selfish interests or personal gratification.
The Holy Spirit's primary mission is to INDWELL the follower of Jesus Christ and teach, empower and lead him/her in service to Jesus Christ for their maturation and the extension and building up of God's church (kingdom) on Earth.
He is the DOWN PAYMENT or pledge/guarantee from God (Gr: arrabon) for what is to come (eternal life.) Ephesians 1:13-14.
He is the COMFORTER, helper/advocate/intercessor (Gr: parakletos) who aids the believer in living an obedient, holy and sanctified life before God. John 14:26
He is JESUS CHRIST living in the believer as the 3rd person of the godhead. Colossians 1:27, Galatians 2:20
He is the INNER FOUNTAIN and source of (living streams of water) in the believer enabling a holy life, the working of the 7 gifts of the Holy Spirit and the works of power (miracles) that destroy the power of Satan. John 7:38-39
He is the GLORIFIER of Jesus Christ in every Christian believer. John 16:14
He is the ANOINTING of God in the life of the Christian believer teaching them and leading them into all truth. 1 John 2:27

Note:
The gift of the Holy Spirit and the other 7 gifts that come from it are 'pneumatikos' (spirituals) supernatural gifts as distinguished from talents, which are 'charismatikos' or natural gifts. There is a HUGE distinction here!
The Holy Spirit is the "PROMISE" of God to all who have "REPENTED" of their sins, been "BAPTISED" in water and have become obedient "DISCIPLES" of the Lord Jesus Christ. The Holy Spirit "INDWELLS" the believer and "EMPOWERS" them to live in "HOLINESS" and "SANCTIFICATION" before God. The only "INITIAL" 3 signs of the presence of the Holy Spirit in Scripture are a "Mighty Rushing Wind Sound," "Tongues of Fire" and "Speaking In Tongues."
Please Note: The Holy Spirit is NOT an OPTION for Christians as many people have been FALSELY led to believe. God has commanded his people to be "FILLED" with the Spirit. Obedience is "MANDATORY" in the kingdom of God! This is a JOY to any lover of Jesus Christ because it is TRUE freedom!
The Holy Spirit came down in the form of a dove and EMPOWERED Jesus Christ after he was baptized in water. Immediately Jesus was led into the wilderness to be TEMPTED by the Devil for 40 days and 40 nights. Matthew 3:13-Matt 4:1. Jesus is our example that we should follow.
Jesus said to Nicodemus in John 3:5-8, "Jesus answered, Verily, verily, I say unto you, Except a man be born of water and of the Spirit, he cannot enter into the kingdom of God. 6That which is born of the flesh is flesh; and that which is born of the Spirit is spirit. 7Marvel not that I said unto you, You must be born again. 8The wind blows where it lists, and you hear the sound thereof, but can not tell whence it comes, and whither it goes: so is every one that is born of the Spirit." It is clear that everyone Born of the Holy Spirit is Born Again BY that Spirit.
Jesus said to his disciples that the Holy Spirit would be both WITH and IN them! John 14: 16-21, "And I will pray the Father, and he shall give you another Comforter, that he may abide with you for ever; 17Even the Spirit of truth; whom the world cannot receive, because it does not see him, neither knows him: but you know him; for he dwells with you, and shall be in you. 18I will not leave you comfortless: I will come to you. 19Yet a little while, and the world sees me no more; but you see me: because I live, you shall live also. 20At that day you shall know that I am in my Father, and you in me, and I in you. 21He that has my commandments, and keeps them, he it is that loves me: and he that loves me shall be loved of my Father, and I will love him, and will manifest myself to him."
After Jesus resurrection John 20:22 declares, "And having said this, He breathed on them and He says to them, "Receive the Holy Spirit." Why did he do this? This was a temporary empowerment of the Spirit WITH them until the outpouring of the Holy Spirit on the Day Of Pentecost.
Jesus commanded his disciples in Luke 24:49 to wait in Jerusalem until they had received the Holy Spirit. "And, behold, I send the promise of my Father upon you: but wait in the city of Jerusalem, until you are endued with power from on high." Why did he say this? The disciples would not have been able to carry out the great commission without the Holy Spirit. They needed God's power dwelling within them just as EVERY Christian does. The Holy Spirit is the SEAL of God in a person's life!
It is clear from Acts that all believers in the upper room on the Day of Pentecost received the Holy Spirit and all spoke in tongues ... all! Those 120 disciples did not understand what they were saying! The other people from many lands who were outside listening to the huge noise coming from the building heard them and did understand. Paul in 1 Corinthians 14:13 is talking about a different 'gift' of tongues meant for the church gatherings only, to be accompanied with an 'interpretation.' These are 2 separate manifestations of the same 'Holy Spirit.'
The scripture says clearly 1 Cor 14:2 "For he that speaketh in an unknown tongue speaketh not unto men, but unto God: for no man understandeth him; howbeit in the spirit he speaketh mysteries." Again Paul says in 1 Cor 14:15 "What is it then? I will pray with the spirit, and I will pray with the understanding also: I will sing with the spirit, and I will sing with the understanding also."
Is Paul discounting in any way speaking in tongues for every believer? No way! He is simply appealing to common sense and order in the church in case an unbeliever who doesn't understand comes in and is offended in some way by the sound they hear.
God is supernatural and we are natural. To walk in the power of God a believer must be supernaturally empowered by the Holy Spirit. The evidence of having been baptised in the Holy Spirit is 'speaking in tongues' ... a new prayer language. This enables the believer to pray according to the will of God without 'human' understanding. It is a sign to UNBELIEVERS not believers!
We don't know how or what to pray and Paul says this in Romans 8:26 "Likewise the Spirit also helps our infirmities: for we know not what we should pray for as we ought: but the Spirit itself makes intercession for us with groanings which cannot be uttered." The Holy Spirit in us prays in that new prayer language according to the will of God that we don't and cannot know with our pitiful human minds.
It is the Holy Spirit that intercedes through our spirit. No one knows the mind of God so praying with human understanding is limited.
Praying in 'tongues' is dynamic intercession (prayer) as the Holy Spirit uses our tongue (we cooperate with him) to accomplish in the "supernatural" realm what God wills.

God's Righteous Order
As in the natural world so it is in the SPIRIT (spiritual world.) First came the FLOOD judgement and destruction of the antediluvian (ancient) world (due to excessive wickedness) threatening the survival of all life on Earth. Then the FIRE of judgement will come at the end of this AGE burning up the enemies of God and the old, corrupt creation.
So also, WATER baptism is a sign of a good conscience towards GOD and a watery DEATH to the OLD sinful life after REPENTANCE and a symbolic resurrection to the NEW life in CHRIST.
Then comes the BAPTISM of FIRE in the HOLY SPIRIT which inaugurates and seals the new life of believers as shown clearly in ACTS on the Day of Pentecost. This is the PATTERN laid down by GOD for his CHURCH for ALL TIME.
The Result:
To whom God would make known what is the riches of the glory of this mystery among the Gentiles; which is Christ in you, the hope of glory: Col 1:27

Romans 8:9 However you are not in the flesh but the Spirit, if indeed the Spirit of God dwells in you. But if anyone does not have the Spirit of Christ he does not belong to him.
Romans 8:16 The Spirit Himself testifies with our spirit that we are children of God,
